Electronic Signatures Essay As compared to paper based signatures there is an increased dependability on electronic signatures for an increased protection of documents and patient records in healthcare facilities. Thereby this paper will discuss an importance of electronic signatures in addition to the advantages that they have in order to be implemented in healthcare, business and e-commerce. Introduction Signature is more known as a script that has been designed by an individual and is associated with that very individual. Signatures in some cases have been associated with seals used for protection. In general, signatures are an evidence of the fact that all intentions made in a certain document have been approved by the individual signing it. Purposes of signatures are the same as that of normal and usual signatures as all intentions made in an electronic document are approved by an individual who undersigns a document with an electronic signature (Brazell, 2004, p. 23). Many definitions have been given in relation to the electronic signature. All in all these definitions highlight the fact that as compared to hand written signatures, electronic signatures are more protective and sealed thereby there is an increased reliability associated with electronic signatures. Defining Electronic Signatures First definition that needs a mention here is given by US Code. It defines an electronic signature as an electronic sound, or a symbol that represents documents in a unique way as these symbols are associated with these documents in a legal manner. According to this definition symbols are adopted and chosen by an individual who wishes to sign, seal and protect a document thereby making sure that all intentions are accepted by that very individual. The US code argues that the signatures can be embedded in transmissions of electronic documents observed during transmission of facsimiles. The electronic signature can also take the form of Morse code in case of electronic message transmission as the signs are embedded inside the message. Realizing an importance of the protective and sealing protection offered by electronic signatures, there is an increased use of encrypted electronic messages in fields that are more sensitive about integrity of documents thereby e-commerce, healthcare, government office are observed to frequently adopt the technology of electronic signatures (Schellekens, 2004, p. 56). Legal standing of these electronic signatures has been well established thereby the laws of EU and US recognize electronic signatures holding the same legal importance as ordinary signatures on documents. Legal issues and consequences that are associated with electronic signatures are same as normal and usual signatures. Historical Perspective of Electronic Signatures Electronic signatures have been known to exist since before the American Civil War. Electronic signatures date back to 1860s when electronically encrypted messages were being used by the help of Morse codes in telegraphy. Telegraphy in those days was used to send messages that were more secret and in agreements to terms that were presented in certain kinds of enforceable contracts. Legal standing of these electronic messages dates back to 1869 when an importance of these telegraphically encrypted documents was enforced by the New Hampshire Supreme Court (United Nations Commission on International Trade Law, 2002, p. 78). In order to ensure protection, and time sensitive delivery of protected documents to safer places, in 1980s, many organizations started working on electronic signatures in order to encrypt documents. For encrypting highly sensitive documents, fax machines were used. Nevertheless in this case it has been seen that although original signatures used to be on the paper, but images of signatures and transmission used to be in an electronic format thereby ensuring increased protection. Recently it has been seen that various legal interventions have been made in order to enhance protection offered by electronic signatures. It has been added by the US courts that documents that can be protected and sealed by electronic signatures can include emails, PIN codes that are used for ATM transactions in banks, credit or debit sllip that needs to be protected by signing it with a digital pen pad device, installing kinds of software that comes with a clickwrap software license agreement along with documents that are often signed online that need enhanced protection. It has been recorded that the first document signed in an electronic way was between two sovereign nations, United States and Ireland in a communique that jointly recognized an importance of electronic signatures in trading and e-commerce (Katsikas, Lopez, and Pernul, 2005, p. 78). Enforcing Electronic Signatures United States has defined electronic signatures in legal ways and a set of requirements have been set that help in qualifying an electronic signatures as authentic. These requirements and qualifications of electronic signatures were designed by National Conference of Commissioners on Uniform State Laws (NCCUSL) in 1999 when this US based government organization released Uniform Electronic Transactions Act (UETA). UETA has defined electronic signatures as electronic symbols that are associated with a certain document in relation to which all intention have been accepted by the individual who owns and signs the particular document. There are many laws that echo core concepts of electronic signatures and these are also observed to be the same in U. S. ESign Act that was presented and implemented in the year of 2000. Many states in United States have been working on the laws and jurisdiction in relation to the electronic signatures and more than 47 states in United States along with the District of Columbia, and the US Virgin Islands have enacted and have been using UETA in an active manner. Only three states as New York, Illinois and Washington have not enacted UETA. New York has designed its own rule that recognizes electronic signatures as legal and the law that represents these signatures is Electronic Signatures and Records Act (ESRA) (Boss, and Kilian, 2008, p. 67). Other countries that have started assigning legal values to electronic signatures include Canada. The definition of electronic signatures given by Canadian legal authorities is generic and different from the one given by the US authorities. Generic definition of signature given by the Canadian Department Of Justice says that an electronic signature contains a chain of letters, symbols, and numbers encrypted in a digital format associated with a certain electronic document that belongs to an individual or a certain organization (Snijders, and Weatherill, 2003, p. 45). After this Canadian Department Of Justice has defined an electronic signature by arguing that electronic signature in contrast to normal signatures possess some distinct properties that define these signatures. Canadian law that talks about the digital signatures in accordance to the protection of electronic documents is PIPEDA. PIPEDAs secure electronic signature regulations argue that electronic signatures are those that are designed, applied and verified in a specific manner. European Union has also given its rules and regulations in accordance to the use of electronic signatures in document protection systems. These laws have been published in the EC Official Journal. These laws are referred to as the Directive 1999/93/EC of the European Parliament and of the Council while officially these are more often referred as the EU Directive on Electronic Signatures or the EU Electronic Signatures Directive. These were published on 13th December 1999 (Adams, and Lloyd, 2003, p. 78). Maintaining Legal Nature of Electronic Signatures Various laws and jurisdictions have been defined that help e-commerce and trade to incorporate the advantages of electronic signatures in daily business deals that can help in increased document protection. It has been realized that at a local and an international level there is a need to incorporate certain document protection systems that can help in easy working and trustworthy document sharing within different parties. 1. Definitions of PIPEDA (Personal Information Protection and Electronic Documents Act) An electronic signature can be defined as being safe when a. It is unique to an individual b. Technology that is being used in order to generate signatures are under the control and only being used by the person who creates the signature thereby adding to the level of uniqueness. c. The technology being used to create signatures should be able to represent an individual who has created the signatures. d. The electronic signatures are to be linked with an electronic document in various ways. One way that has been defined by Personal Information Protection and Electronic Documents Act argues that the electronic document should be able to identify, by the help of electronic signatures associated with it, if any changes have been made to this document after signatures were associated with the document originally (Kehal, and Singh, 2005, p. 78). 2. The Electronic Signatures in Global and National Commerce Act This law was passed by the US congress in relation to the electronic signatures and this law has defined and authorized the electronic signatures in three steps. a. The term ââ¬Ëelectronicââ¬â¢ in electronic signatures has been highlighted as something that possesses digital, symbolic, magnetic, wireless, electromagnetic, electric properties. b. Electronic record on the other hand has been defined as a document, contract that has been generated, created, shared, discussed, and sent by using electronic means. c. Electronic signatures have been defined by The Electronic Signatures in Global and National Commerce Act as an electronic sound, symbol or a process that is legally and authoritatively associated with a document created by an individual holding rights to create, sign and decrypt the document in any manner thereby ââ¬Ëpatentingââ¬â¢ the document (Pathak, 2007, p. 34). Other similar definitions have been given by the following acts that relate to the use of electronic signatures. a. Government Paperwork Elimination Act, US b. Federal Reserve 12 CFR 202 c. UETA d. Commodity Futures Trading Commission 17 CFR Part 1 Sec. 1. 3. Creation of Electronic Signatures: Public Key Infrastructures (PKI) Importance of electronic signatures has been realized since long as it has been seen that these are more important in protecting the legal status of documents in a comparative manner. Thereby secure and much complex ways have been identified that can define electronic signatures in ways that ensure their legal status in order to protect records. Creation of electronic signatures depends on asymmetrical cryptographic method. This method ensures that the kinds of protection status being encrypted in the document are only approachable by the person who creates the signatures on the document. Thereby two kinds of keys are used in this case and these are referred to as public and private cryptographic keys. The theoretical fundamentals and practicalities of the asymmetric cryptographic key were laid down in 1976 (Doukidis, Mylonopoulos, and Pouloudi, 2004, p. 79). In accordance to the theory and recent ways that have been developed for electronically signing a document, a number is calculated that represents the length of a document and this number is referred to as the checksum of a particular document. This checksum is calculated by using a hash function. This is the case where a private key is used which is more representative of the person signing the document. Thereby signature is represented by private key which in the end is attached to a document. This private key is thereby a signature of the document. Role of Public Key Another key that plays an important role in this case is a public key. An important that is played by a public key is that the signatureââ¬â¢s and relevant document can be checked by the public key. Public key as the name indicates is freely and easily available to any individual within the public. Decryption of the electronic key is performed by the help of an electronic signature. Integrity Check An integrity check is an important part of electronic signature allocation. It has been seen that integrity of a document can be checked by recalculating the checksum number that was allocated to the document originally. As was done during the calculation of checksum, the recalculation of checksum is also done with the help of hash functions. Integrity of the document can be validated if the checksums are identical ensuring that the integrity of the document is intact (Rice, and American Bar Association, Section of Litigation, 2005, p. 78). Role of Certificates Public keys and cryptographic keys are the most important part of the electronic signature creation thereby there is a need of a system that can authorize the genuine nature of these keys. Both of these keys are authorized by a certificate. Certificates are specially created electronic documents that associate and connect the public key with the key holderââ¬â¢s identification data that in this case has to be unique. On the other hand in order to provide increased protection it has been observed that to ensure increased protection, certificates are also electronically signed by the certification providers that are also authorized. All these links and methodologies designed to sign the documents make sure that document is signed, encrypted and decrypted by using the public key only by the person who has created the document. Certification service providers play important roles as Trusted Third Party offering services other than certificates for protection of electronic documents. Certification service providers are known to provide a set of directory services that are also related to electronic documents. These are the services that bring the protection provided by the electronic signatures a step ahead. Directory services provide additional measures by which the certificates can be checked for authentication time by time. Advantages of Electronic Signatures These days there is a need to exchange business in a fast manner that requires and demands exchange of information including documents in a secure manner. It has been realized that exchanging information on a regular basis is more secure in an electronic manner rather on paper. 1. Electronic information takes lesser time to travel as compared to the paper based information thereby there is no time wasted (Mann, Eckert, and Knight, 2000, p. 67). 2. The cost of electronic signature based documents is only needed in the beginning of this setup and there are no additional costs required after its implementation. 3. Because of the electronic nature of documents, there is lesser involvement of human beings other than the ones that are directly involved ensuring security in case of these documents. 4. Because of an electronic nature of these documents there is a lesser chance of interruption and interference in electronic documents that increasingly ensures the protection of these documents. In terms of protection it has been observed that electronic signature based documents are more secure and protected as compared to paper based signatures. 1. In this case it has been argued that the electronic signatures are not able to be copied as compared to the normal paper based signatures and electronic signatures are implemented on the complete document rather than the last page. 2. In this case it has been observed that as electronic signatures are implemented on whole document thereby there are no chances of any text being maliciously changed in any part of the document. 3. Time stamping is the proof of transmission time of the document thereby transmission dates can be cross checked in order to check the legal status of the document. 4. Additional restrictions can be imposed on the message content in electronically signed documents. It has been observed that with the consent of the document holder and creator, reader can read and verify the contents of the document (Katsikas, Lopez, and Pernul, 2005, p. 45). Other than these, additional advantages that are offered by the electronically signed documents include streamlining businesses and trade globally and on a local scale. Business chains are better connected when paper documents are removed having a much better control on business with the help of electronic documents. 1. Increased cost are associated with typing documents and sending these through courier and these costs are reduced in case of electronic documents that take lesser time to be emailed and fixed. 2. In case of signing the contracts an important issue used to deal with signing the contracts which is resolved by electronic signature based reinforce bale contracts that are signed anywhere. Electronic Signatures Usage in Medial Healthcare Records Healthcare in the modern days is recognized by an increase in the specialization of medical specialization. In order to ensure that patient care process is optimized there is an increased cooperation and data exchange between different healthcare institutions. Thereby it has been observed that in order to ensure timely, cost effective and economic patient care, often known as shared care, there is a need to increasingly exchange information with healthcare institutions and medical facilities. The kinds of patient record systems that are adopted these days are increasingly dependent upon the data exchange. On the other hand it has been realized that there are many shortcomings associated with paper based documents that have been also held responsible for a decreased efficiency of healthcare institutions, thereby there is an increased adoption of electronic signatures on the documents (Boss, and Kilian, 2008, p. 38). In order to ensure that all heath care operations undergo in a proper, streamlined and a secure manner there is a need to implement the technology of electronic signatures to the field of healthcare. Paper based signatures are time consuming and are less protecting as compared to electronic signatures thereby in the field of healthcare, document authenticity is a critical business operation. There is a set of documents that are in a need to be protected in face of infringements and these documents include patient records, physician diagnosis, order, bills and payments. Thereby based on the set of advantages that have been highlighted in the previous sections healthcare facilities in different countries have started to implement electronic signatures. Recently there are many changes in United States health departments in order to implement electronic signatures based documents. It has been recently reported that regulations have been passed and implemented by the Drug Enforcement Agency in order to implement electronic signatures on medical prescriptions that are of electronic nature in order to ensure that original prescriptions are checked on the counters of pharmacies rather than cooked ones. Another law that has been passed by the Veteranââ¬â¢s Health Administration relates to the consent forms that are signed by the patients. In order to protect these forms, protection is being ensured by the implementation of electronic signatures on these forms. In healthcare administration various standards have been defined that link important records and documents with encrypted signatures. Recently a standard has been defined that helps in an authentication of medical records of the patients, an ASTM standard. In order to electronically sign the radiological images, DICOM standard have been used and are in practice. Most of the documents in medical centers and healthcare institutions are related to signatures, including signatures from families, patients and physicians. Thereby after the creation of these documents it is important that these documents are protected and sealed by the help of electronic signatures. Successes of document security solution lies in the fact of creating documents that are electronically signed thereby are digitally protected. These protection measures have also been considered important in the case of offline and online business, e-commerce (Adams, and Lloyd, 2003, p. 24). Conclusion Internationally accepted standards have been defined that can help in securing the documents in a better manner. In case of healthcare it has been seen that there is an increased dependency on a long term archiving of patient records as soon as these are created and passed on to the other facilities. International standards have been used to define the signatures in accordance to the advantages that they ensure, as DICOM, XML, and HL7. In addition to this it has been argued that there is an increased integration of PKIs in healthcare services as these are designed in accordance to the legislations that have been designed in order to ensure document protection. Misuse of Environmental Resources A.What is the issue: Misuse of environment resources means wasting of our raw natural resources which leads to unbalance in the nature elements. This can be caused by two ways direct and indirect. For example, cutting forests to use their wood is considered as direct misuse; at the same time lacking of trees is reducing the amount of oxygen in the air and increasing the amount of carbon dioxide (CO2) that is an indirect way of misusing. The significance of the issue:.B In the past, human beings adopted its home and clothing and their food plants on the environment, animals and other components, but what is happening now is a drain in all forms of environmental resources like living plant, animal and non-living resources, soil, mineral and energy resources, and this is attrition problems to the environment . .The water is the most important reason for the persistence of life on this planet, because its uses are many and varied ,and the amount of water on the surface of the Earth is not fixed and it will not increase ,for this reason the subject should be taken more seriously by looking for ways to conserve water and keep it .The metal is the basis of industry and economic power ,hence it is important to maintain it . the increasing in the number of the worlds population is causing a rapidly drain and increase the cost of extraction , it is known to us that this energy had been formed since millions of years and are not renewed, the throbbed they nee d millions of years until the other is made up again. As for the wealth of plant food source, which is very important in our lives, they are also harmed by cutting trees and burning of forests, overgrazing, being done by some ignorant shepherds and other things without thinking about the value of these trees that are a major source of food and energy in the body as they contribute to purifying the air from the exhaust gases such as carbon dioxide and also contribute to the process of transpiration in increasing the amount of rainfall. remained livestock is one of the most important sources through which a human on the protein needed to build his body and his bones and teeth, however, there are many species now threatened with extinction because of fishing in the breeding seasons. So what we see from the above is that we need to protect our environment and its resources, use it in the right way in order to protect ourselves and our planet . Why are you choosing this issue:.C In the UAE there a lot of natural resources that are misused , in our project we are trying to explain what are this resources and how they are used in the opposite way and what are its effectives on the society ,its so popular now a days , we need this resources to help the people and give them the attention to use it in the write way. D.Sources used : We have made around the university to ask the 20 students about our topic misused of natural resources in UAE and there opinion on it we have asked three questions which are : Q1) What are the natural resources in UAE in their opinion? Also we have deliberate negligence on destruction of natural resources like dumping factory wastes on soil and land, last but least no restricted laws to be applied in order to protect and preserve our natural resources. F.What are the effects of the issue: 1.On the Individual level : Consuming the amount of fresh water. Air pollution. Sea life pollution (lack of food). Lack of resources for the next generations. Depletion of petroleum and minerals resources. Extinction of some kinds of rare animals and put the lives of the rest endanger. Decline the developed countries because of the wrong environmental behavior. Creating hybrid organisms could match the new environmental conditions. Crack in the life chain. 2.On the National and Global level: You must be the change you wish to see in the world.These words were said by Gandhi; those words were said to the people who misuse the environment, even though they know that this affects the world, now we are using a lot of the natural resources, as a result we have a lot of consequences, such as acid rain and smog. In this new age that we are in, we use a lot of electronics, but the thing is these electronics, they need a lot of fuel to work which is a great loss because later on with time there wont be any fuels for the other electronics like cars to transport us or the air conditioner to cool us down, all these factors will vanish with time and we wont be able to keep that same standard of living if we keep using the resources carelessly like we are now. We never wondered when we use up the fossil fuels, and they are no longer useful they end up in our lakes or oceans the bad thing is that this water has to be purify it because of all the pollutants that are present in the water and the people who are gaining from all this is the big businesses they clean the water and purify it. Even the big businesses have some waste that they dont want to deal with the waste that they have left from the purification so they throw it back to the water which they dont really care about its purity and the victims are the people who will think to drink, eat, or shower again with this water, and many more thing happen to us when the water in not pure which affects our body and our ecosystem. G.What can be done to resolve this issue: You might think its hard to solve, but its easy. If each one of us plant one small tree in his house, it will contribute in protecting our environment. A lot of people use cars even into the nearest place to their house, and of course they are not the only one who does the same thing, more and more do it. Instead of using cars, bicycles r good option. Easy to ride and doesnt cause a lot of damages or pollution to the environment. Start with yourself, think, and imagine a clean environment, better world and healthy people. How about walking, its good for both your body and your world Even for the people who must uses their cars every day, use refineries, do u know what that polluted air can cause to human health and your environment. Recycling!! had any one of u thought how much it can help in protecting our environment, people probably through stuff they use way, instead of that lets try using them in good ways again ,of course not everything but there is something that can be useful again such as papers , plastic , also try to reduce the amount of using it , instead use paper bags and cardboard containers, Even a simple habit of buying in bulk can save a lot of packaging material , see its very easy things do and very small m but it makes huge difference with our environment , help us to green our world. How can a kid as young as 8 years old learn this kind of technology you might be wondering. Enhancing Parental Participation within the NICU :: Health, Family Center Care
Family centred care (FCC) encompasses the concept of parental participation in their infants care (Franck and Callery 2004). It aims to place the needs of the infant in the context of the family (Saunders et al 2003). FCC is adopted within many neonatal units and is considered the gold standard of care aiming to underpin and guide neonatal care towards the partnership between health professionals and parents (Hutchfield 1999). Subsequent to the interruption of the bonding process between infant and family when a baby is admitted to the Neonatal Intensive Care Unit (NICU) it is suggested that the NICU provides an ideal opportunity for FCC practice (Allerman Beck et al 2009) as nurses and parents are compelled to develop an effective relationship in order to satisfy the infants care needs (Reis et al 2009). However a study by Higman & Shaw (2008) found that it appears to be more difficult to achieve on the neonatal unit as FCC is reliant on the familyââ¬â¢s relationship with the chi ld. In order to deliver effective FCC neonatal nurses need an understanding of parents needs and how to address them. Mundy (2010) in a study researching the assessment of family needs in neonatal Intensive Care Units found that assumptions of parentââ¬â¢s needs were often made by healthcare professionalââ¬â¢s resulting in unfounded and inappropriate conclusions. The importance of treating each family as individual is paramount when assessing how best to involve parents in the care of their infants (Higman & Shaw 2008). Review of the literature shows a lack of research into these assessments and highlights that enhancing family centred care requires appropriate assessments of family needs and the incorporation of this into individualised plans of care. A study into nurseââ¬â¢s perceptions about the delivery of FCC by Higman and Shaw (2010) supports this view, throughout the study it is apparent that although nurses realise the importance of FCC it is not always consistent within their own practice. Peterson et al (2004) suggests reasons for these inconsistencies could be the deficiency of adequate training and, the stress implementing FCC can impose on nursing staff due to an already demanding workload, potentially creating negative attitudes towards the relevance and practicalities of its delivery. The consensus view of FCC is positive although limitations to its execution are manifested throughout the literature. Staff shortages are suggested to hinder the performance of FCC within the clinical area, creating time constraints with nurses having very little opportunity to build good relationships with the families (Higman and Shaw 2008).

It was written in 1948, roughly three years after the liberation of a World War II concentration camp Auschwitz. Even today, some people deny that the Holocaust ever happened. Jackson shows through the setting of the story, a small, close knit town, that even though a population can ignore evil, it is still prevalent in society (for example: the Harlem Riots; the terrorist attacks on September 11; the beating of Rodney King.) In The Lottery, year after year, even since Old Man Warner, the oldest man in town, was a child, the same ritual has gone on. It is as if the community never learns from its previous mistakes. As long as no one in the town speaks up about such a twisted yearly event, nothing is ever going to change. One Child Policy Should Be Abolished
One child policy has been in effect in China for more than thirty years. However, during the recent several years, the controversy of whether the government should abolish the one child policy has been debated widely among government officials as well as ordinary people. It is a significant issue because it involves a lot of essential social problems and moral principles. There have been various opinions concerning this issue. This essay will consider arguments for abolishing the one child policy and point out the problems and consequences of keeping the policy in effect. When the one child policy was advanced, it had been argued that one child policy would benefit the country as well as its people (Qing, 1995). Its undeniable that the one child policy has shown its great effect on alleviating the population pressure. However, as the society develops, more and more inharmonious social problems are coming about because of the one child policy, among which the biggest problem is the unbalanced population. By 2020, there will be about 40 million Chinese men unable to marry, because too few girls will have been born. Sociologists say that could trigger aggressive behavior among frustrated bachelors, including kidnapping and trafficking in women. â⬠(VOA, 2006). Moreover, the one child policy is also exacerbating China's aging population problem, whose severe consequences will be further explained in the following statement. It is the contention that china's one child policy helps eradicate poverty (idebate. org). This opinion goes on to assert that by controlling chinaââ¬â¢s population with one child policy, there will be more resources distributed to every individual, thus the society will be wealthier and poverty will be eliminated. In fact, it is on the contrary that after chinaââ¬â¢s population has been massively reduced, the one child policy has started doing harm to the economy. The unusually rapid fertility decline in China has produced a rapidly aging populationââ¬âone that is expected to become disproportionately older well into this century. Whatââ¬â¢s worse, ââ¬Å"By 2025, the aging level among urban Chinese will reach 20 percent, a level found today only in Japan and Italy. â⬠(idebate. org) As a result, there are and there will be fewer and fewer available labors contribute to Chinaââ¬â¢s economical development. In addition, other social problems related to aging population such as the burden on the social welfare system and medical insurance system are becoming more and more severe. Above all, the one child policy violates basic human right. The policy has been criticized by human rights advocacy groups and Western religious advocacy groups who consider it contrary to the human rights of reproduction. Many governments, including the United State government, argue that the policy violates a right to ââ¬Å"found a familyâ⬠, which is protected under the Universal Declaration of Human Rights. (UDHR, 1948) Indeed, forcing every married couple to have only one child is morally unreasonable. Moreover, it is every couple themselves, not the government, that have the right to choose how many children they are going to have. Thus, although the one child policyââ¬â¢s intention is to create a better society for people, it has already done harm to peopleââ¬â¢s basic human rights. In conclusion, even though the one child policy has done a good job before on controlling Chinaââ¬â¢s population, it has been proved out-of-date and should be abolished, at least changed, nowadays. Otherwise, we will still be suffering from the economical burdens, aging population problem, human rights violation, etc, due to the one child policy.

Beliefs And Social And Political Influences That Have Shaped Contemporary Service Provision
This essay will give information about different pieces of legislation including Education Act (1944), The Mary Warnock Report (1978), and ââ¬ËEvery Child Mattersââ¬â¢ (2003). The essay is also going to discuss The Early Years Foundation Stage (EYFS) 2007. In May 1940 Britain had been at war and shortly after Neville Chamberlain who was conservative Prime Minister was forced to resign due to the lack of confidence in his party. He was later replaced by Winston Churchill.In October 1940 Herwald Ramsbotham who was president of the Board of Education, met with senior officers to discuss the Prime Minister Winston Churchillââ¬â¢s ideal of; ââ¬Å"establishing a state of society where the advantages and privileges which hitherto have been enjoyed only by the few, shall be far more widely shared by the men and youth of the nation as a wholeâ⬠(Taylor (1977) cited in Gillard, 2011, p2). After discussions with Winston Churchill the boardââ¬â¢s proposals became known as the à ¢â¬ËGreen Bookââ¬â¢ this was then formed a piece of legislation which is now known as The Education Act 1944.It was later discussed that there should be three stages of education which would be primary, secondary and further. Which is still in place in todayââ¬â¢s society (Gillard, 2011). This is good because children are now taught through stages however it is also a bad idea because not all children develop through the stages, some children will understand one topic more than another or there may be a child who was to have a learning difficulty and then this would mean that the child will develop when they are ready and it may not be in stages they may take longer or they miss a stage and jumping to the next stage .Once this was brought out they then ended the existing differentiation between elementary and secondary (Gillard 2011). In 1941 Rab Butler who was president board of education introduced free secondary education which happened for the first time in the UK (Parli ament UK, 2012). Since the 1944 act has been brought out this has been reviewed three times since and there are now three Education Acts in place. Before the war there was no free secondary school education you had to pay and only the upper class families were able to pay for the facilities (Aldrich, 2002).However after the war the society had changed and the government wanted to try and make life better for everybody (Lowe, 1988). They did this by introducing free secondary education, and they also introduced council houses so that the lower class families were able to have a stable home for themselves and their children. The government also introduced free health care, so that if the children or adults needed any medical attention they were able to get this free of charge. At this time, the government introduced the 11 plus test.Most of the time the children who came from a richer background ended up in the private fee paid schools, and the children that were in the lower class fa milies ended up in the less advantaged schools (Lowe, 1988). The 1944 Act recognised that childrenââ¬â¢s education should be based on their age, talent and ability. However, as Childs ( 2006) points out: ââ¬Å"the 11 plus came to be seen as a test that discriminated strongly, if not deliberately, against the working classâ⬠(p. 93) From discussing the Children Act this essay is now going to go on to discussing the Warnock Report.Mary Warnock was involved in Special Educational Needs (SEN). She is now known as Baroness Warnock. The Warnock report looked at the statementing of children and also looked at whether children with a SEN could be taught in mainstream schools. Putting this in place made it so that there was small specialist school provision available. This report highlighted that children who had a special education need, were more likely to be bullied in a mainstream school. However this isnââ¬â¢t always the case as not all children with an educational need will get bullied in a mainstream school.If the child had behavioural difficulties then there is a longer time for the statement process. However when the report was renewed in 2005, Baroness Warnock stated that statements arenââ¬â¢t a good idea and should only be retained as a safety net (Douglas Silas Solicitors, 2012). From discussing the Mary Warnock Report this essay is now going to talk about the Green Paper Act which is also known as ââ¬ËEvery Child Mattersââ¬â¢. Every Child Matters Green paper (2003) was published shortly after the death of Victoria Climbie and was put in place to change childrenââ¬â¢s services.This legislation has five key outcomes that will help children in child hood through to later life. The five key outcomes are making sure children: stay safe, enjoy and achieve, be healthy, achieve economic well-being and making a positive contribution. The framework made sure that the multi-agency partnerships such as health visitors and social services were p ut into place so that it gave children the best opportunity to succeed to their full potential and bring out the best in children. From the Every Child Matters Green Paper legislation this then led to the creation of Common Assessment Framework which is also known as (CAF).By bringing this in it made sure that all of the agencies working with children understand the individual needs for the children. CAF forms led to meetings which brought together the agencies which made sure the Ever Child Matters plan is met and followed (Department for Education, 2012a). Following on from the Green Paper this essay is now going to start discussing the Early Years foundation stage. The Early Years Foundation Stage was introduced in 2007 and was made compulsory from 1st September 2008.This was then revised in 2012. The aim was to set the standards for learning, development and care for children from the ages of birth to five years. This piece of legislation is in place to help children achieve the five ââ¬ËEvery Child Mattersââ¬â¢ outcomes which were listed above. The EYFS does this by setting the standards and making sure that all children are achieving whilst they are in the care of the setting and makes sure that the children make progress and that no child gets left behind (Department for Education, 2012b).The EYFS addresses equal opportunities by making sure that every child is included and not left out because of their: ethnicity, culture or religion, gender, home language or family background and any learning difficulties the child may have or their ability. The EYFS aims to create the framework for partnership working. They do this by working with the childrenââ¬â¢s parents and professionals and they pass on information between the settings that the child attends.The EYFS also improved the quality and consistency for children by getting rid of the existing frameworks, and providing the basis for the inspection and regulation regime. Finally they laid a secur e foundation for future learning, this meant that the child care practitioners were planning to meet the individual needs of the children. They also carried out regular observations on the children so that they were able to recognise if there are any changes in the childââ¬â¢s development. It could be suggested that these outcomes have a big impact on the way the setting is run.Without these outcomes the nursery setting wouldnââ¬â¢t know where they are at with assessments. However it could be argued that there is some degree of difference between settings and practitioners as to how well the planning and assessments are carried out. The EYFS is a central part of a ten year childcare strategy that was bought out in 2007. This shows that legislation isnââ¬â¢t always going to work and sometimes will need reviewing so that it can be made better and more up to date. However sometimes they donââ¬â¢t change anything it is just a review to make sure that everything is still bein g run the same.Within the EYFS the work for all practitioners are grouped into four distinct but complementary themes which are: a unique child, making sure the children have positive relationships, having enabling environments which means that the nursery has to have bright displays up and look welcoming and also making sure that the children are learning and developing at the right stage of their development. Since the Early Years foundation stage has been introduced it is now known that children enjoy and learn more when learning through play (Pramling-Samuelsson and Fleer, 2009).It is important that the children are able to make their own choices and left to explore by themselves as long as they are safe this is how most observations are done, during the childââ¬â¢s natural free flow play. By this you are then able to see how the child interacts with other children, what they enjoy doing, the way in which they explore and also what they found out from playing/exploring. From this the practitioner is then able to plan and implement from this to encourage the children to learn.ââ¬Å"A good free play session offers a rich play and learning experience for children. It allows each child to progress at his/her own pace, it gives children practice in choosing, and in dealing with the consequences of choice, and it encourages a more flexible and open-ended use of the groupââ¬â¢s resources. Like all genuine freedom, however, it takes a lot of effortâ⬠(Henderson 2010, cited in Lewis, 2011, p 1). However some children are more advanced and would prefer learn at a faster speed doing written work rather plan playing.On the other hand it is good because it does give children chance to explore and learn at their own stage rather than them feeling like they are being rushed along. Which means the child will learn to be strong and independent which will be learnt through loving and secure relationships with parents/carers. Children also look at displays within the setting to support their development This essay discusses how The Education Act (1944) has made an influence on todayââ¬â¢s society. The Education Act brought in the three stages of education; primary, secondary and higher.These are still in place in todayââ¬â¢s society, it also brought in free education and changed the way children learn. The children went from not going to school unless they could afford to pay to now being able to go to school free of charge. In todayââ¬â¢s society they donââ¬â¢t take into account your welfare and background which is a good thing as children donââ¬â¢t have anything in the way which could affect them from learning.
